Here's how to turn this public event heroic. We've had this particular public event show up in Sorik's Cut in The Tangled Shore. The enemies involved are the Scorn.
To begin with, you will find yourself and fellow Guardians standing near a broken Fallen servitor that's stuck into the ground. There are three other similar servitors nearby. Scorn will spawn at one of the surrounding servitors, and you'll be tasked with dispatching a mini-boss. When the mini-boss is defeated, you will then notice small, glowing blobs of ether materializing, and floating toward the main servitor at the centre of the action.
Shoot or otherwise destroy the glowing ether with whatever you have access to, with a goal of preventing any of the floating ether from reaching the damaged servitor. Repeat this process three times (i.e. kill a mini-boss, destroy floating ether).
If you manage to dispatch all three mini-bosses without letting a single floating ether blob reach the disabled servitor in the centre, then congratulations are in order ... and now it's time to destroy a far more difficult end-boss that has just spawned. Defeat it, and you'll complete the heroic version of the Ether Ritual public event.
